Two points separate the top three teams with 11 games still to play.
However, Carragher believes Liverpool will go all the way by clinching the title.
Speaking on Sky Sports, the former Reds defender said: “I think since the five substitute rule has come in, no one’s utilised it better than Jurgen Klopp.
“We spoke about Arsenal earlier on and you think how they can win the league.
“They’re the best defensively, Manchester City are probably the best team with the best individuals, but this is where Liverpool can win the league from the bench, because Klopp always uses five subs.”
Carragher highlighted that Liverpool have used 119 substitutes since the start of the campaign, significantly more than Man City’s 74.
The Reds have been forced to make the most of their squad depth in recent weeks due to a series of injuries.
Goalkeeper Alisson has been absent with a muscle issue, with Diogo Jota, Curtis Jones, Trent Alexander-Arnold and Mohamed Salah also missing several games over the last month.

Klopp has instead turned to youngsters Jaydan Danns, Jarrell Quansah, James McConnell and Bobby Clark.
All four featured in the Carabao Cup final as Liverpool clinched a 1-0 win over Chelsea in added time.
Speaking after the match, Klopp said: “Obviously age is not at all in our thought process in that moment. We knew who we [would] take, we knew that we have to build a squad.
“It was clear that yesterday in training, it was so clear that these are the boys we will take. We needed fresh legs. We needed. It was clear.”
The Liverpool boss continued: “In the end, you follow us obviously pretty closely and the development of Bobby Clark… that’s really crazy I have to say.
“The development of James McConnell is absolutely insane, and Jayden Danns has only recently joined us in first-team training.
“I loved him from the first second; really special. And he comes on today, OK he played in the last game, but he can score two goals in a Carabao Cup final. It’s absolutely insane.”
